is getting closer and no progress is made and we are hearing the administration released a budget that includes a trillion dollars in tax hikes. peter doocy is live in washington with the latest. >> treasury secretary geithner was tasked with bringing the white house proposal over to capitol hill and republicans are not happy that it includes 1.6 trillion in new taxes. a trillion of that coming from the expiration for bush tax cuts for americans making over $250,000 a year. and a stimulus package worth $50 billion in 2013 alone. and 400 billion in spending cuts and those would come later. that is not enough for the republicans. >> i am disappointed in where we are and whoooose happened over the last couple of weeks. going over the fiscal cliff is

serious business. and i am here seriously trying to resolve it and i would hope that the white house would get serious as well. a congressional republican aide said the only changes in the entitlement come from the president's budget that was voted down by the u.s. senate 99-zero and zoro democrats supported it. the white house said it is the republicans and their refusal to ask higher income americans to pay higher rates. >> asking for a price to be paid for congress to do its job and insure that the united states of america does pay the bills is deeply irresponsible. it was deeply irresponsible in the summer of 2011 and deeply irresponsible if we were to

see that kind of approach taken again. >> something new in the proposal. they want to continue to raise the debt limit on their own unless two-thirds of lawmakers say no. >> gretchen: do you remember on this program yesterday where we said this is not a deal. what is proposed is not a deal. a definition of deal, both sides give something, right. this is not a deal, folks. this is one party asking one party to do one thing and the other party said by the way we'll not do anything about responding cuts. >> steve: when somebody goes in they low ball. and the administration is high balling had here. and the president has been talking about a balanced approach and revenues and tax cuts and you know, revenue cuts . there was none of that there. how unserious the proposal and

what do they expect? they obviously expect the republicans to cave on everything. i think the republicans ought to simply walk away. >> gretchen: they expect the president's message in the campaign worked that many americans believed that taxes people more that are successful in this country will solve the nation's debt crisis . if you don't look beyond the top of the surface and get in the details that's what you think. >> brian: they want extension of unemployment and a minimum of 50 million of extra stimulus. that is like a tarp. and debt ceiling and we don't have to ask you to raise. make it an executive decision to raise that so we don't have to go back to congress. that is the first time in u.s.

history. it is unbelievable that this is the first round. >> steve: we shouldn't be surprised because on wednesday night things deteriorated to the point where the speaker of the house called the white house and spoke to the president of the united states 28 minutes. and apparently the president dominated the call and it was frank and direct no more meetings are planned. but the talks in the staff level will continue. >> she is in grave danger and a search underway with a 11 year old girl with leukemia. her mother removed the cathetar and took her from the hospital. doctors had to amputate the girl's arm due to infection and could say she could die. no word on why the mom took off with her child.

and then we'll talk about cuts later. he never got the cuts and he always was remorseful of the fact that he didn't get the cuts when he made the deal. >> gretchen: the other stories making headlines fox news alert. there is a terrifying situation playing out now. a desperate search for an 11-year-old girl with leukemia. her mother removed the i.v. from her catheter. she left the hospital with the catheter still in the girl's heart. police are releasing these surveillance pictures hoping somebody will spot them. doctors already had to amputate the girl's arms due to the infection and they say she could die if the catheter is not properly removed. no word on why this mother took off with her child. late last night the senate passing a measure to make sure terrorists never come to america. the bill, at least in prisons in america -- the bill prevents gitmo detainees from being transferred to the united states. this just one day after fox news

>> brian: so if this thing goes the way it has gone for four years and the last month and we go off the fiscal cliff what, does it mean to business people like you? >> i don't think it's necessarily all that bad. in other words taxes are going to go up anyway. we'll go back to what happened before the bush tax cuts. we'll go back to that. the economy operated okay then. so it will just happen. maybe sudden and bad because of the cuts that are going to be in there, but if the president and the congress can't get together on cutting on doing something about the deficit and doing stuff, fine let the cliff come. >> brian: but the deficit is not addressed and our defense will be gutted. you okay with that? >> i'm not okay with it. but i think the defense will just trim and get it done. listen, the guys who are in the military have operated that way for a long time. in other words they know somebody gives them something they know how to get a job done with less in many cases. they'll do it. >> brian: i don't think so. i think it will be a disas --

city. good morning to you john. >> good morning, steve. great to be with you. >> steve: it's great to have you as well. so rahm emanuel writes my kind of town, chicago is great but you're living there and you tell us that it's not as great and maybe we shouldn't use it as a model. >> no, in fact, chicago is the canary in the coal mine for how not to do it. it is a great city burks at one point it was even better and the trend lines are even better. job creation out of the top 12 metropolitan cities. 40% of our kids are dropping out of schools. the city has the lowest population its had since 1920. people are voting with their feet that the chicago model is not work. >> steve: if chicago was so great, why are so many people moving out of it? >> that's exactly the key thing. bottom line is the taxes are too high, very high property taxes. one of the highest sales taxes in the country. they're look at raising taxes again. we've got a $1.5 billion deficit

we're facing between the schools, transit and the city itself, $25 billion in combined unfunded pension liabilities. one of the key things, i'm often criticized for being so critical, but we have to face the truth. only by facing the truth can we find the reforms we need and people are leaving. they're voting with their feet to go to greener pastures elsewhere. >> steve: some other people who left are politicians who wound up going to prison. we have some of the folks blago former governor got 14 years on extortion. another one for fraud and bribery. george ryan, former governor got six years for racketeering. mel reynolds, former congressman, he got six years for statutory rape. go ahead. >> the culture here is that the government inserts itself into the free enterprise system so people who want to pursue business have to come with their hat in hand to government officials. that's what creates that culture corruption that you're now describing. that's why what we have to do is make chicago a competitive

running from right now! >> that's right. they all have very high tax rates on top income earners. the british they put in a 50% tax rate on people earning a million pounds or more. before they put that tax rate in those 16,000 people who reported a million dollars income. after they put that tax rate in, it went down to 6,000. they lost two-thirds of the millionaires that they thought they were going to tax. they lost seven billion pounds. that's roughly 11, $12 billion. they lost that because of the high tax rate. >> gretchen: leave me with the moral statement of the week. what happens? >> the moral statement of the week. >> gretchen: what happens when you decide to put these taxes in place? what happens to the country as a result? >> countries experience a lack of revenue. they don't get all the money they thought they were going to get. the economy slows down.

surveillance pictures somebody hoping will spot them. the doctor high school to amputate her arms due to infection and could die if the catheter is not properly removed. no word why this mom took off with her child. listen up if you take the pill lipitor because the drug maker stopping production now. this is the generic version of this pill. they found glass particles that ended up in some of the bottles. the maker recalled thousands of ten, 20, and 40-milligram pills. no word of any injuries thus far. cold case cracked. police just arrested a 42-year-old man for the murder of a florida girl who vanished nearly 20 years ago. chester duane price now charged with the kidnapping and murder of ten-year-old andrea gail parsons. cops say that the 42-year-old snatched her after she bought candy and soda from a grocery store. no word yet on what evidence led to price's arrest. the girl's body was never even

found. a story from devastation left by sandy. a late navy chaplain's medal of honor survived the storm. father vincent was killed in vietnam trying to help the wounded warrior. his brother, who was given the medal, was worried that it may have been gone forever. >> it was 2 1/2 feet, rolled up the street. i was worried about losing everything, all the history i had of father vincent in the shed. >> gretchen: wow. the medal of honor is back safely in his den thanks to a group of high school students who ended up finding it. look, they got a chance to meet him. >> steve: this is our chance once a week to meet geraldo rivera. perhaps what you were talking about, something else you could do was dance. take a look, ladies and gentlemen. here is geraldo doing gangam style. [ laughter ] >> steve: that's hilarious. you got the flexibility of a boneless chicken geraldo. whoa! >> you need to do that one. >> gretchen: we could. however, it looks like you are with a whole bevy of women. >> i wish, there you go. >> steve: you know how much the world needs sweeping. now let's talk about some serious stuff. susan rice wants to be our secretary of state. you know, she botched the answer on the sunday chat shows regarding what happened in libya. now susan collins was talking to hannity last night and talking about how susan rice was the head of the africa region and state department in '98 when the embassy bombings happened. she said this last night with sean. >> so this was an event that you would think you would remember in great detail if you were the person who was assistant secretary for african affairs. i knew from the report that the

ambassador of kenya, our ambassador to kenya, had made repeated requests for more security warning of the terrorist threat and the danger to the american personnel there as well as others working at the embassy and that those requests have been turned down. when i asked susan rice, she told me that she wasn't expecting anything on that and have to refresh her memory. she then said that she was sure she was not involved in turning down any request for additional security. well those answers in and of themselves are somewhat contradictory. >> brian: she was in charge of rwanda. >> i covered the aftermath of the embassy bombings. i was in nairobi afterward. i met with the embassy staff. they lost a dozen people in that awful bombing. i visited the site. it was a gigantic crater.

indeed the embass staff had requested ambassador enhanced security. the problem was that it was located at an intersection of two very busy streets. it was right on the street level built years before al-qaeda. and the back parking lot was totally open. that's where this truck had driven in loaded with explosives and created this massive destruction that killed not only the 12 americans but well more than 200 kenyans. i think though, to blame susan rice is kind of like blaming fema for 9-11. under secretary of state who was in charge of facilities and that's the group that deemed the terrorist threat there to be medium. it really wasn't susan rice. i'm curious why she's being made -- it's like scapegoating susan is the affliction that's sweeping washington. >> brian: you just did what susan rice evidently didn't. you just explained that

brilliantly. why didn't she say that? >> steve: she said she didn't remember. >> let me go further. i think her lack of glibness, her inability to be flexible and answer simple questions she's too diplomatic, steve. that's the problem. she's not frank enough. what i just recited is common knowledge, anyone who knows what happened. i think she is so afraid now of making a misstatement that she's being overly cautious, parting her words and she's coming across as a politician. >> brian: she's the secretary of state. >> well, that's an issue that -- i don't know if that's the job for her but i think secretary of state i think that ship may have sailed. that's just my opinion. >> gretchen: wow. very interesting. let's move on to the staten island situation. people in new jersey, also long island where brian lives some still don't have power. i mean, and they last night had this meeting. i don't know if you saw any video. >> i did. >> gretchen: these people are desperate. i want you to just see -- watch

this. >> my homeowners insurance offered me $150. what can die with that? i need to rebuild. i need your attention please. >> i told them the middle class is getting the royal finger and what did he say? fema works for me. fema ain't doing nothing still. they keep going around in a circle. >> i've gone to the news. i've been all over the television. i still cannot find an apartment. >> steve: if george bush were still president of the united states, there would be a gigantic -- >> i am not going to be an apologist for fee m. i was out there. i saw devastation. you understand the frustration of these people. many don't or did not have flood insurance. you have a situation here where their houses are destroyed. many of them. these homes have been handed down from generation -- >> steve: it's bigger than katrina. >> it is in terms of the houses destroyed. yet houses that are uprooted and houses that never can be rebuilt where they are right now, you have to raise them,

tremendous capital investment that has to be made. >> brian: i just think the governors and leadership have these trailers. they're already made. they just need to be delivered. no one -- >> that's not a solution. >> brian: no but it is a short-term solution because there is heat and running water because you can begin to rebuild. >> i think the frustration is less on the temporary housing housing and what the long-term slew us is. how are they going to rebuild if they don't have insurance? >> brian: i challenge you on that. it's freezing and there is no hotels. and these people need to be able to take a shower. >> steve: people living in their cars. >> brian: i'm seeing it. >> i am not going to object -- i think most of the people are housed now temporarily. i don't think the problem is for tomorrow. i don't think that it's accurate to portray people as cold and hungry. i think what the problem is, is they have no future. let's just say that a family had this modest bungalow in their

family's possession since the 50s, many of them. now it's grandpa he goes to dad, dad goes to his son and three generations later, guess what? the house is gone. this is a person making 40, $50,000 a year, maybe they're a fireman or cop or something of that nature. how are they going to get the investment to rebuild a house that's going to cost three quarters of a million dollars? they just don't are the wherewithal. what's going to happen is you're going to see no working class people living near the water. that's going to be what happens. it's ohm going to be rich people and it's going to change the entire you know, demographic of who lives there. >> brian: you are looking long-term and those points are very logical and reasonable and probably true. >> that's the nicest thing you ever said to me. >> brian: but if you could put a trailer there to spread out paperwork and talk to people. >> we lived through the trailer fiasco in katrina. >> brian: people say it's great. you got heat and have to take a

obamacare is going to send health care costs through the roof. now they're also warning about the increase, the cost of a slice of pizza and even your groceries because of obamacare. our next guest is the executive vice president of communications for domino's pizza lynnly dell and she's been with the company since 2002. thank you for joining us today from ann arbor, michigan. >> good morning steve. >> steve: now, one of the things about obamacare is they want your restaurants to have the calorie counts up on the wall. one of the problems for domino's is i understand that because you can put all different elements on a pizza you've got 34 million possible combinations. that would be a very big wall you would need. >> yes, it would be like calorie wallpaper for the inside and the outside of the stores. >> steve: this is one of the most burdensome regulations that under obamacare you've got to comply with, right? >> yes. the office of management and budget was the one that came out

with the statistic that said it would be the third most burdensome regulation of that year. and we agreed. we're just really asking for some common sense applications to this. we're made up of small business franchiseees. the pizza industry in general is. these are extra burdens that are tough for small businesses to carry. and not really helpful to consumers. so we're just saying, look we want a calorie label. in fact, most of us have done it voluntarily now for over a decade. and so it's not the disclosure that's an issue for us. it's just the common sense that's applied to it. we want to be able to label on-line or in small brochures in the stores as opposed to on the menu board which for delivery system, most customers don't even look at those. >> steve: absolutely. if you've got 34 million possible topping combinations, you know, it would be hard to -- if you put up even let's say 500 of them nobody is going to be

able to read that. if somebody was really interested and odd brochure that, would make perfect sense. it seems like kind of a no brainer to me. >> it does, but the f.d.a. is the one interpreting the rules and they're not seeing it that way. their solution is to take the calories for a whole pizza pie and put a giant range on the menu board. as we found in new york when we tested this, customers don't even know what it is. they think it might be a coupon code. it confuses them and doesn't help them. >> steve: maybe, lynn, the f.d.a. will wake up and smell the pepperoni and realize it's a bad idea and change things. lynn from domino's pizza we thank you very much for joining us live from michigan. >> thank you steve. >> steve: all right. watching all those picture, i'm hungry. coming up, it's happening more and more. thieves taking packages right off of people's porches especially during the christmas season. how to make sure this doesn't happen to you straight away. then, you're about to hear from a police officer who spent his own $75 to buy that homeless guy a pair of boots and socks.

they stay to help through the liquidation process. all right. >> brian: thanks. many americans today are expressing frustration with the direction of our nation. some say it's a result of the overbearing nature of our federal government. >> gretchen: our next guest says it's time to get back to our roots founded in the constitution. brian daniel is a u.s. navy veteran and author of the new book "the american ideology, taking back our country with the philosophy of our founding fathers." let me start the interview by saying thank you for your service. >> thank you. >> gretchen: and i know what inspired you to write this book was what? >> this began -- this is a three-year project for me that began in 2009 when the debates over obamacare were really at their crescendo. and for me, it was astonishing to see so many congressmen and congresswomen really not have an opinion about whether or not obamacare even was constitutional. these are people who raised their right hand to take the oath to support the constitution

and yet they don't have an opinion on the constitutionality of something that is just a huge regulatory burden on the american people. >> brian: by the way, john roberts saying it's a tax. it was really frustrating for you to have that be his conclusion. you say overall this goes to the bigger question, the overbearing nature of our federal government. in which way? >> well, this is why i wrote the book, because i'm frustrated. i think a lot of -- millions of americans are frustrated with the direction in which our country is going. so i wrote this book really to go back to look at our history and what the founding fathers intended for the constitution. so this really addresses a few points. first of all, it addresses how we got here, how the federal government really came to be this overbearing burden in our lives today. secondly, it shows exactly where we're going to go if we continue down this road.

obviously the federal government is growing by the day. regulations continue to increase certainly with obamacare. our national debt is growing immensely. so what's going to happen for us in the future? what's going to happen for future generations if we continue down this track? and then finally i wanted to explore how we actually regain control of our government and in my research, what i did the conclusion that i came to is that we have to go back to the founding principles that established liberty in the united states and i think any reader who reads the book will come to the same conclusion. >> gretchen: and the nugget that i got from your book is that you said that the american ideology is based on the idea that our rights to life, liberty and property come from god and not from the government. >> that's exactly right. that's something that is kind of lost on a lot of people today. the american ideology, what i call the american ideology, it's really like you said, this idea that life, liberty and property

are rights that are granted to us by god. not government. this is really natural law theory, which has been around for centuries. i placed the american tag on it because for the first time in the history of the world the american people took this theory and reduced it to practice in government. our founding fathers created the constitution. they established the federal government not so that government could control our rights, not so that they could redistribute wealth, force us to buy insurance or anything like that. what they did was they established government under the constitution to unite a free people in society under laws that were designed to preserve those natural rights. >> brian: rick santorum knew you and endorsed the book. it's out there right now. thank you for joining us. >> gnaw for having me on. >> gretchen: it's called "the american ideology." next on the rundown the president's offer to avoid going over the fiscal cliff tax and spend. what about any kind of cuts? we're live in washington coming up next. >> brian: so disappointing. then the circus is overment big

now and $400 billion in spending cuts later. the white house also wants a new multi-year stimulus plan that's going to cost at least $50 billion in fiscal year 2013 alone and they want the ability to raise the debt ceiling on their own unless two-thirds of congress votes against it. but republican leaders in congress are not happy with this proposal which was presented to them yesterday by treasury secretary timothy geithner. >> i'm disappointed in where we are and disappointed in what's happened over the last couple of weeks. going over the fiscal cliff is serious business and i'm here seriously trying to resolve it and i would hope the white house would get serious as well. >> the cuts outlined by geithner yesterday are based on cuts in president obama's budget, the same budget that got zero votes in the democratically controlled

senate in may. the white house says now the only thing holing up the deal is the refusal of congressional republicans to act the very wealthy americans to pay higher tax rates. >> asking for a political price be paid in order for congress to do its job to insure that the united states of america pays its bills and does not default for the first time in its history is deeply irresponsible. it was deeply irresponsible in the summer of 2011 and it would be deeply irresponsible if we were to see that kind of approach taken again. >> since negotiations here in dc seem to be stalled, the president is going to take his case on the road and appear at a road on group factory where tinker toys and angry birds building sets are made. back to you in new york. >> steve: thank you very much. while republicans say that the obama plan is simply absurd, at the same time, the people of the white house are going okay.

he doesn't have shoes on? >> that upset me that not a lot of people know about what brought my attention to it was that somebody was making fun of him. they said oh you got no shoes and they were laughing at him and that's when i looked down at his feet and he didn't even have a pair of socks on. >> brian: go into a shoe store, sketchers, and you go in there and the employee found out what you were doing and gave you the employee discount. you bought not just good boots but good boots that he could actually have for a while right? >> what happened when i walked in there, i said i don't care about the price, we need to get him a good pair of boots. just give me whatever it is that you have the best of. and he came to me. he came back later and he gave may great air and said they're all weather. >> gretchen: what did this gentleman say to you when you gave him the boots? >> when i knelt down i surprised him and said i have these pair of boots. i had ran back to get his size. i didn't find out his size. i ran back and when i was sitting down helping him put on the boots he just said, thank you, officer. god bless you.
